Somewhere in the link they talk about how trade was centralised in cities and so merchants where protected by city walls bosting trade in the Balears. So I though that the state maintenance reduction would fit in. This is inspired in the political structure of the kingdom of majorca wich worked politicaly and administratively in a different way (without a court ).
